Welcome to the Eastsound Visioning Group survey. This survey was created by a small group of volunteers, appointed by the Eastsound Planning and Review Committee (EPRC), with a goal of improving public participation in the SJC Comprehensive Plan update for the Eastsound Subarea and Urban Growth Area (UGA).
The Washington State Growth Management Act (GMA) is a Washington state law that requires state and local governments to manage Washington’s growth. Each county is required to develop and maintain a comprehensive plan to help guide that growth. San Juan County’s update, looking out to 2036, is scheduled to be completed by mid-2018.
While the Comprehensive Plan Update will look at the county in its entirety, this survey is focused on land use goals and policies for the Eastsound Subarea, including the UGA.
To kick off the update, EPRC invited citizens to develop a Vision for Eastsound and subsequent Vision Statement. From this Vision, EPRC identified four areas of focus: Livability, Open Space, Parking/Lighting/Transportation, and Village Character. Each of the 40+ participants chose the area of focus for which they had the greatest interest.
Over the course of 2 months, these workgroups of 8-16 individuals reviewed the existing comprehensive plan goals and policies as well as the new Vision for Eastsound, identifying a series of proposals. The proposals of these workgroups will be presented to the SJ County Council and the Planning Commission.
This survey is designed to capture the views and opinions of the broader community on these important topics. You will have the opportunity to comment on the workgroup proposals as well add your own perspectives. The proposals of the workgroups cover a broad range, both in subject and magnitude. Where two subgroups created different proposals for an area, both are presented for your consideration.
Visioning group members hold strongly differing views on both priorities and solutions. These proposals are not the result of a consensus process. Not all participants support the wording
or the concepts of all proposals. Whether we agree or disagree with some of what you will see in this survey, we each had the opportunity to express our position and share our comments. Now we would like to provide you the same opportunity. The results will be provided to the County as part of the public comment related to the Comprehensive Plan update.
